As of Sept 30th of this year Apple has stopped providing print product services. We now have to go thru 3rd party providers as described in this user tip: Post 9/30/2018 Printing Options for Photos

Are you able to create a PDF file for that book?  If so there's a 3rd party book provider which used to do printing for Apple, Mimeo, that will take PDF files created by iPhoto and print and bind books. Use the Mimeo link for direct access to the Apple Photo Project Ordering Service web page.  Or you can upload the PDF file to PrestoPhotos which can also print and bind books from iPhoto or Photos pdf files.

Create the pdf file according to this Apple document: Preview a print project in Photos or iPhoto to avoid issues - Apple Support.

Apple removed. some support documents for Apple Print projects. The version at the top of the Photos User Guide page needs to be set to High Sierra and not Mojave: Try, if this link is working for your:

Check and review a project before you order using Photos on Mac - Apple Support

Or this saved version on the internet archive (it may take a while to load):
