After that go back to Siri and change voice. Do know you will have to set up your “hey Siri” steps again. Then go back and switch language back to your original settings.

I see that you're having trouble downloading a voice for Siri because the download is stuck.
Have you tried restarting yet? If not, try that now: Restart your iPhone, iPad, or iPod touch
If you're still having trouble, what happens if you disconnect from cellular data and use Wi-Fi only? If possible, also try a different Wi-Fi network.

I had the same issue too, but when I updated my iPhone X's software to the latest update (as recommended by a chat support agent), I was able to download the Siri voices without any issue! Looks like it was just a bug! Hope this helps.
Switching the language through [language and region] didn’t do anything. I went to [settings] -> [Siri & Search] and switched the language to each one. It worked for each. You’ll have to redo the Siri set up each time. Honestly the accents aren’t strong at all though and you really have to listen to hear the change.

Under Siri - try changing language to the same country. So for,
Accent: South African
Language: English (South Africa)
Accent: Irish
Language: English (Ireland)
Seemed to work for me.
Woo hoo! That (setting the Siri Language before trying to choose the voice) worked for me, too! Then I was able to set the language back to English (United States) and successfully re-select the Australian (Male) voice.
This is what I did. iPhone 8.
First, downloaded the British (male) voice, which is the voice I prefer, through Accessibility (as others have explained). Then I went to select British for my Siri voice, and it still did the “downloading” thing that didn’t download.
I went back and downloaded the British (female) voice through Accessibility. After that I was able to select the British option (but no gender)...... but then it wouldn’t save.
So then I set my region language to English (UK) and it automatically changed the voice to British. I still can’t change the gender, but it seems to be working. It’s British (male).
I tried going back to Accessibility and changing it to British (female) there, just to see if that would change it, but now it won’t let me choose a different option in the UK section. It simply won’t do it, even though it’s downloaded and I can select it to hear the test of the voice. But it won’t put the tick mark next to it and when I exit, it still says British (male). So.... I guess be sure the first one you download is what you want, don’t fiddle about!
TLDR: You seem to need to download both genders via Accessibility, and then set your region language to the accent you want.
Had the same issue but downloaded the most recent software version and it worked fine thereafter. Try that!
I updated the OS from 12.1.2 to 12.1.4 and that fixed it. Male Irish sounds like Male Gay. Like Tim Gunn after a couple of drinks. It’s working for me.

Just upgraded to iOS 12.1.3
it fixed this issue. Voices download real quick also.

I have done it in different way, settings, accessibility, speech ,voices, and you can download from there
FIX: update to iOS 12.1.3 (DO NOT download voices through the accessibility menu)
Updating to iOS 12.1.3 has fixed the download problem for all Accents except the one that I previously downloaded from the Accessibility menu.
I downloaded the British Voice from the Accessibility settings (Settings > General > Accessibility > Speech > Voices > English) per other responses and now (after 12.1.3 update) on the Siri Voice menu, I do not get a Gender section for the British Accent, so I can't select Male or Female. No messages appear, the lower part of the screen is just blank.
All other Accents are working fine after iOS 12.1.3 update: switching to Accent causes Male and Female options to appear, "hello" audio to play, and download to begin.
My only remaining problem: I can't select British Accent Gender, so I can't change to that Accent.

Easy. Instead of selecting Siri voice you need to select language English (South African).
If your not getting the “The Siri voice will take effect when downloaded”. Then the download has probably completed and is already on your phone. But I’m not sure why the male/female option isn’t there. It’s usually in a separate selection option directly below the accent choices. Have you updated iOS to 12.1.3? I’ve heard this version might possibly contain a fix for this issue. But I can’t verify that because I was able to resolve the problem before I did the update. Hopefully someone else on this thread can give you more information. Good luck.
