PSE can be used from within Photos to edit photos with the the 99¢ External Editors For Photos from the App Store. This user tip shows how: External Editors in Photos Are Here.
Photos can manage your imagers in the same folder (albums in Photos) organization as you have in the Finder. When you import a folder of image files into Photos select the checkbox to keep the Folder organization:
That will result in a folder containing an album with the same name as the folder on the hard drive that you imported:
The albums can be moved into folders and grouped by years or however you'd like. Here's how I have my family photos organized:
So you can simulate the folder organization that you have in the Finder but with the benefit of having a database driven digital asset management system with nondestructive editing, face recognition, etc.
As for duplicates in the library these applications will identify and help remove duplicate photos from a Photos Library:
PowerPhotos is the iPhoto Library Manager version for Photos and is very powerful. Although more expensive I would recommend it as it has more capabilities than the others like the capability to merge Photos libraries or copy photos along with their metadata between libraries.
PhotoSweeper compares bitmaps and/or histograms so it can detect duplicate images even if they have different sizes, file names, sizes and capture dates.

Where are you seeing the duplicates? Are you using Photos and see them in your library? What system and Photos versions are you using.
Thanks for responding. This is a Mac Mini using Mac OS Mojave version 10.14.1. I see most of the duplicates in Photos, version 4.0, but there are also duplicates in Pictures, where I have folders to keep my photos organized in folders as they were on my PC. Also, I'm using Photoshop Elements 2018, which can't access photos from Photos. Even if it could, I wouldn't be able to find them with how Photos organizes (or disorganizes) them. How all those copies got there is partly due to having an iPhone and iPad that had been linked with iCloud to my PC. When they were linked to this new Mac, suddenly my phone and iPad each had 5,000 photos. I have had to remove Photos from this Mac Mini's iCloud backup. I would like to find a way to get rid of the duplicates without having to do all that mouse clicking. Photos I had weeded through and discarded on my iPad are now all back. I resorted to buying a Mac when a new PC I had purchased in October just kept crashing, and Dell's support staff wanted me to keep uninstalling and reinstalling Windows 10. Thanks for any ideas you might have, but please keep in mind that I am not overly computer literate.
