In iOS 12.1.1 it says the sidebar in News can be hidden on iPads in landscape. But I do not see a setting for this.

You have to manually swipe it in/out.

When I open the news app, there is a small icon at the top left of the main section that I can tap to close or open the side column.
iOS 12.1.1 isn’t out for general release yet. It’s still in beta. So unless you’ve installed the beta software onto your device you don’t have that ability yet
iOS 12.1.1 has been out for over a week now and maybe even longer. I have not installed it yet, but it shows in my software Update in Settings. I have never run a beta.
