Previously, when my screen saver was going with photos, I was able to go forward or backward through the photos if I wished by using the keyboard left and right arrow keys. Now, they just close the screen saver. A new bug or "feature" in the latest Mojave update?

Yes, this is a real bummer: since Mojave , it is no longer possible for third-party screensavers to access the photos stored in the Photos app. I have researched and tried a lot of things, to no avail.
(Note, this limitation only applies to 3rd party screensavers, not to regular apps, and, of course, not to Apple's own screensavers.)
Please request Apple to bring this feature back (for 3rd party screensavers).
In the meantime, what you can do is:
export all the photos from Photos.app to a separate, regular folder; then point ArtSaver to that folder.
It does provide arrow functionality, but on my photos album the ArtSaver has scanned images that it cannot display, and displays lots of thumbnails and previews. Just about every 3 image says: "Could not retrieve properties of img..."
Because it is simply common sense and common practice. Serious/real bugs are dealt with first.
Did you ever sign up and register as a developer? If you do and participate in their developer forums, there are many insights you can gain. You'd also learn that filing an official bug report (which actually reaches the engineers in charge) will a) not have a reply for some time and b) an "enhancement request" may result in "working as intended/designed".
I am really sad about it too. I always use my arrows to go back to revisit a picture I just saw on my screensaver. That was such great functionality. It is a major bummer to not have it working now. I really hope Apple will fix it!!! I want to post this to Apple - am I doing that right now? or do I have to post again somewhere else to get them to see and pay attention to this?

Using the keyboard arrow keys just close the screen save now instead of moving back and forth between the photos like it used too. I loved that feature, used it all the time. Would you please put it back in? I am running Mohave 10.14.5

In which area did you leave feedback? My whole family as well as friends visiting our house hate this update. When I have a childs class party, i change the screensaver to my album of that child's class (which includes 15 years of photos of the students at various field trips, events and celebrations). The students love seeing pictures of themselves flash across my streen (and I will screen share to TVs in the house as well with appleTV). Previously, if a favorite photo flashed that someone wanted to view of make a coment on or show to a friend, the arrows worked. Since the Mojave update, the screen saver is totally disrupted. I am leaving feedback but am not sure in which area the feedback needs to be left.
Which version of the OS were you using previously? I don't remember being able to do that but I rarely used one of the photo screensavers. Speaking of, which one are you using?
