That is part of what Apple talked me through doing and yes, my Safari worked, however there was a part 2 to fixing it. There were two more fixes that had to be applied so that Safari as well as iTunes would work.
First person I spoke to insisted the only way to fix it is to upgrade OS to Mojave. I refused, stating that my older apps will not work with Mojave. At that point she handed the call over to the senior tech who was excellent and fixed everything so both Safari and iTunes work.
He also said that Apple is very aware of this situation and they are working on a fix that should be out very soon. He could not give me exact timing.
If you have about 45 minutes to kill (mostly on hold), call Apple support and they will get you up and running again.
