I have two apple id's for America and Japan, the main reason is to get music that I can't in one country, but there's a problem.

So currently I own two apple id's for America and Japan. There is some music that you can buy in only one of the stores. I recently got a new phone and now I can't download purchases from the other apple id, as there is a 90 day waiting period. Is there anyway to link my two accounts so that I don't have to worry about this 90 day deal without having to pay extra? Or is there a way to get rid of the 90 day buffer period?
