Pls why is it that when i press option power on, what comes up is just recovery hard drive only?
it doesn't show USB hare drive where I can boot it from in other to restore my Mac

First, boot your Mac from the Recovery Partition (from what you describe, the only one available).
Then, erase the disk according to How to erase a disk for Mac
Then, install macOS on that disk.

Then, install macOS on that disk.
That will occur if the Mac is unable to recognize the drive as a bootable device.
Apparently, the Recovery Partition is the only bootable device your Mac recognizes.
