Ipad won't update to latest ios

I am trying to update my ipad mini but it is stuck on ios 9.3.5


When I check for updates, it says that there are no new updates (which is not the case as some apps require ios 10).


I have followed the instructions here: https://discussions.apple.com/thread/7671025

But was unsuccessful.


I have also completely restored it to factory settings and it still says that there are no new updates.

If it's the first gen iPad Mini (Identify your iPad model - Apple Support) iOS 9.3.5 is the highest iOS version that it supports, you can't update it any higher
