Ipad says it has an update, but won't let me update it. Stuck at 9.3.5

Thinking I have an older iPad but theres a software update to download and it's not letting me do it. Im stuck on 9.3.5 and it doesn't say that I'm up to date.

A1395 is an iPad 2. It isn't compatible with iOS 10 or newer. You do have the latest version.
