As of Sept 30th of this year Apple has stopped providing print product services. We now have to go thru 3rd party providers as described in this user tip: Post 9/30/2018 Printing Options for Photos.
However, if you are able to create a PDF file for that book there's a 3rd party book provider which used to do printing for Apple, Mimeo, that will take PDF files created by iPhoto and print and bind books and calendars. Use the Mimeo link for direct access to the Apple Photo Project Ordering Service web page.
Or you can upload the PDF file to PrestoPhotos which can also print and bind books and calendars from iPhoto or Photos pdf files.
Create the pdf file according to this Apple document: Preview a print project in Photos or iPhoto to avoid issues - Apple Support.
The only way to upgrade Photos to a new version is to upgrade the system as Photos is now part of the system
NOTE: your best bet, if you can do a print to PDF of your book, would be to use either Mimeo or PrestoPhotos. Otherwise you will have to pretty much start over from scratch.
