Background app refresh not working! No notifications when app is off !!!!!!!

I am using iphone 6s since 3 years. Currently I am facing such a strange issue in my Iphone.

Problem:

Background refresh of applications such as Gmail and WhatsApp is not working. It means when app is off then I am not getting any notification from that application.

Action Taken:

I have took telephonic apple support. They have tried on my phone with screen sharing. I have reset all app setting during that session. But there is no outcome.
I have been to apple store personally. Technical employee from apple store checked all possible settings and after that he told me to reset my Iphone through iTunes. As per his instructions, I have restore my phone. But same result, still I am not getting any notification from those application.

How can I solve this issue?

Background app refresh and notifications are two different services. You can have background app refresh disabled and still get notifications.

Do you have a cellular data connection? You won't get notifications without that.

Yes there is cellular data.

notifications and background app refresh both are not working.

I have tried to send message on WhatsApp from other mobile. It sent from that mobile but did not deliver.

That means background refresh is not working and it’s not working that means I am not getting any notifications.

As I mentioned I have tried all possible settings with technical guy at apple store.

from my point of view it is system bug.

We don't know that's what it means. All we know is that you didn't get the message. If it was a notification issue, you would have gotten the message. If it was a background app refresh issue, you would still have gotten the message but not until you opened the app. However, you would still have gotten the notification.

Are you having this problem with text messages?

When you say you're having the problem with Gmail, are you using the Gmail app? Or the Apple Mail app?

It it were a bug in the iOS, it would be happening to lots of people. It's not.
