Apple Music

So for a while now, Apple Music won’t let me download music to my phone to listen to while offline. It would start to download and then it would stop downloading. Which means I can’t listen to any of the music I have posted in any playlist or in my library. I’ve tried restarting my phone, deleted the music app and redownloaded it, signed out of iTunes & the App Store. Nothing is really working and tried every resolution posted. Also, when I do download songs, the album cover art does not appear. I would love to have this problem resolved as soon as possible.
