There are no tools that ship with macOS, or features with any Pages version that can perform an audio to text transcription. Tools in the Mac App Store are all text to speech oriented, despite their product names. Apple's Dictation facility switches off all audio sources except the computer microphone, so it will probably be of limited accuracy when playing a voice memo from your phone, or adjacent Mac, and hoping for dictation success.
