There's a known bug in Mojave. It won't display blank disks. If you need to burn a disk, create a burn folder, place the files in it, right/control click on the folder and choose "Burn…" from the contextual menu.

I tried your work around attached the Super Drive, had a blank cd-rw in it, had created a picture folder prior to getting ready for the burn, highlighted it right clicked on the folder and never got the "burn"option, tried to export but no place to go to ?? What am I missing something, what is the contextual menu ??
The above workaround has been successful with multiple users. I don't know why it doesn't work for you.
The contextual menus are the menus that open when you right/control click on something. See Old Toad's GIF in the link i posted.

I have been trying to burn a cd of photos and nothing seems to help. On Mojave 10.14.2 using a Super drive on a MacBook Pro late 2013, to burn photos onto blank cd-r, cd-rw. No icon appears talked to 4 Apple techs, next level noting works. Tried 4 SMC's , different USB's, the only cd, dvd that it will recognize is pre-recorded music or movies. The Super Drive burning of photos worked fine for me before Mojave, can I re-install prior OS ?? Or can I run the burn operation under Guest but how do I get to my photos ?
