Distance not matching my step count

I had an Apple iPhone 7 Plus and Apple Watch series one. Everything had worked fine since I bought the Watch when they were first released 4 plus years ago. It was paired to each of the new iPhones I purchased without any problems but then I noticed lately that I could walk 4,000 steps and I would only get credit for 0.46 miles. I tried everything I could think of to change it but without success. I had upgraded to the new iPhone XS Max and the watch still did the same thing. With all of the new health apps available on the series 4 watch I just had to have one. Long story short, the new watch with the new phone still does the SAME thing. I would probably have to walk 10 miles to get credit for 1. Any ideas? I'm stumped.

The Series 2 and later Apple watches have GPS and thus if you use a workout app or third-party "walking" app the GPS will record the distance logged by GPS.

If not using a "walking" app it just counts steps and assigns an average stride distance to determine distance.
