Help! Need to create Apple ID for my grandma in another country!

Here's the situation. I have created an Apple ID for my grandma who lives in Bulgaria. I have access to her login and can complete the Apple ID from my end (in Canada). However, it won't let me complete the billing and shipping fields. She doesn't have a credit card there. I have a credit card, but I can't use a Canadian billing address I believe. I need to complete her Apple ID so that my cousin there can download Skype onto her tablet. How do I complete the billing/shipping fields for someone in Bulgaria who doesn't have a credit card? Help!

You need to ask a family member for a card or friend on the new country so you can change the country from Canada to Bulgaria.

Have you tried asking her to sign in to her iPad and check the past purchases and re download Skype from there?

That is one way for you to agree to the terms and condition of iTunes Store and apps store on the new country. This is for legal requirement of the new country. As we all now, laws and regulation for each country is different in terms of copyright and to fulfil requirement and applicable consumer protection of the country.

That card will validate if you are really residing on that country.

I would suggest not to change the country if no one has a card to lend, after you added the card and changed the country, you can simply remove it afterwards and just keep NONE for the payment option.

Thanks, but why does it give the option "no payment method" then? She would only ever use free apps, so why do I have to put a credit card in order to complete the setup of her Apple ID? When I select "no payment method" and fill in her address as billing/shipping, it says "cannot make changes - contact iTunes"...
