Wireless keyboard

My wireless keyboard is not being detected by my IPad. How do I check it and make sure it was connected correctly. On yesterday I replaced my old IPad with a new one due to a very low battery.

The flashing green light don’t come on which indicates it’s charging (solid green when fully charged). Once I plug it up to charge the keyboard, it flashes a blue light only and will go out. Can you help.
