Could not activate cellular data network

I had a sporadic issue with not being able to answer incoming calls so I turned off LTE but found that I had other problems arise after doing so. Now, sometimes I get the following error message “could not activate cellular dataTurn on cellular data or use Wi-Fi to access data. Ok.”


This occurs when I am browsing using Safari on my iPhone. It seems if I turn off and on cellular data, I can then access webpages.
