Welcome to the Apple Support Communities. I understand you're running into some camera issues with a few third-party apps.
Just to double-check, how does the camera look if you just use the Camera app? Do both the front and rear-facing cameras work well by themselves? This is a great link that may help: If the camera on your iPhone, iPad, or iPod touch isn't working.
If it's just the two apps, there are a few things you might try. First, tap Settings > General > About to make sure you're using iOS 12.1.2; if you have an earlier version installed, I recommend making a backup and then updating: How to back up your iPhone, iPad, and iPod touch and Update your iPhone, iPad, or iPod touch.
Once you update, test it out. If the issue persists, or if you're already fully updated on your iOS software, I recommend uninstalling and reinstalling one of the two apps as a test: How to delete apps on your iPhone, iPad, and iPod touch. Once you delete it, just re-download the app from the App Store and try it out.
If these steps don't clear things up and the camera quality still looks off in those two apps, I recommend letting the app developers know: How to contact an app developer.
