wi-fi assist greyed out. cannot turn off

I have an iPhone SE running ios 12.1.2 (16C101) on Chatr 35.0 cellular network (part of the Rogers network in Canada). in Settings, Cellular I scroll down to Wi-Fi Assist, and it's on, but the slider is "greyed out" (it's actually a pale green) and can't be changed to the off position. BTW, the same is true for the entire list of apps that can use up data. Meaning that they too cannot be turned off.

Please help.

Specifically, follow the steps under "Allow changes to other settings and features" to confirm that Cellular Data Changes is set to Allow, then see if you can turn cellular data on and off for apps:
