They gave me a replacement phone with iOS 12.1.2. The new phone is markedly slower

Took my iPhone 7 to Apple Store for battery replacement. It would not power up afterwards. They gave me a replacement phone with iOS 12.1.2. The new phone is markedly slower. Even my work-issued iPhone 6 is faster. Tried several suggestions from online forum, but no joy.

I did as you instructed. No change. I select web pages. The blue timeline moves about a half inch and stops. Then I wait for 30 seconds to several minutes for it to open.
