Message forwarding not available on iOS 8.4 iPhone iPad iOS 12.1

I am able to send and receive messages using iMessage to people with Android phones no problem on my iPhone.

There are some people who have Android phones that I can text with my iPad iMessage no problem. Others tell me they don’t have iMessage installed when I attempt to text them from my iPad.

My iPhone, a 4S with iOS 8.4.

My iPad, an Air 2 with iOS 11.

Both have cellular on different data lines.

According to some documentation there is a setting for forwarding iMessage. But I don’t see it on my iPhone or iPad under Settings.

So how do I enable the ability to text the same people on my iPad as work on my iPhone?

See this support article about using Continuity to allow your iPhone to send messages from Android phones to your iPad.

Use Continuity to connect your Mac, iPhone, iPad, iPod touch, and Apple Watch - Apple Support

Your iPad iOS is showing as 12.1 in your question but iOS 11 in the body of your reply. No matter as both of your devices do meet the requirements for this feature to work.

SMS and MMS messaging

SMS and MMS messaging requires an activated carrier plan on any iPhone using iOS 8.1 or later. You can then send and receive SMS and MMS messages from these devices:

  • Any Mac using OS X Yosemite or later.
  • Any iPhone, iPad, or iPod touch using iOS 8 or later.

You do have to be signed into the same iCloud account and Apple ID on both devices.
