iTunes File transfer

I have a new Mac mini. I am trying to move my iTunes library to my new computer. I tried to follow the directions provided in apple support. There is no Library.itl file in the iTunes Library file I moved. So when I click on the one on my new Mac I only get the music I purchased from iTunes.
