my boyfriend stopped sharing location with me but it did not notify me

When I went to his contact in my texts I clicked on the I icon and it showed the map but it said location not available. When I asked him about it he said he wasn't sharing location with me but I never got the notification that he had stopped sharing.....he started sharing again and I did not receive a notification. Usually when he is no longer sharing location the map will not show. So I'm confused on how I was still able to see the map(even though it said location not available but he was no longer sharing location with me. and why am i not getting a notification when he starts or stops sharing.
