How do I enable VoiceOver if siri is not activated, the screen and touch is not working?

Hi! I'm having trouble with an iPhone 8 that the display and touchscreen is not working.

I can see the HomeScreen when connecting the lightning-hdmi to a external display but i can not control anything because the touchscreen is also broken.

The home button still works and i can see the VoiceOver option and others from tipple-tapping the HomeButton.
