Text to Speech no longer auto-detecting / auto-identifying language

I use Text-to-Speech to read articles in the browser, text and WhatsApp messages – both in Mac OS and iOS. One of the amazing things about it is that when I selected a text in a language other than English it would always auto-identify said language and use the right voice and pronunciation.

Well, about 4 months ago, after updates, this stopped working. I've re-downloaded the appropriate voices/languages, enabled them, and still, text is read in English – which means it is basically useless.

Anyone else running into this? How do we ask Apple to please fix it after the latest "updates" (which downgraded Text-to-Speech).
