Can't upload mp4 video to itunes 12.8

I am trying to add some mp4 videos to iTunes 12.8. I have tried dragging and dropping it into the "Movies" tab. I get the blue line around the section like it is going to drop in, but then nothing happens.

I have tried to go to file>Add to library. That opens the window to choose a file, but then doesn't load the file when I select it.

I have searched archives here and online, and can't find anything. People are referring to the "home videos" tab, which I don't have. I have found instructions on how to add the home videos tab with the edit button in the movies section, but I don't have that. I have also found to look in the "media folder" in iTunes, and I don't have that folder either. I have a "music folder".

I am wondering if Apple took out the function to be able to add your own videos to iTunes?
