Migration failed, not enough space to try again, cannot reach recovery

I tried transferring my data from my old Macbook Air to a new Mac Mini. Because the Mac Mini doesn't have enough space, I got another external drive to make up the extra space.

Migration assistant didn't let me split my files and apps between the 2 disks.

I tried to copy some that should go onto the main disk, 1st, so I could transfer the others later.

Something went wrong, and the computer will not boot into regular or recovery mode-- only into Migration Assistant.

I tried again today, and can't even copy a more limited selection because there's not enough disk space, apparently because there's the unbootable failed installation using all the disk space.

What can I do to get this Mac Mini to work?

Mac mini 2018 or later

I was able to hook up a usb keyboard, and use command-r while starting, swap out the keyboard for my mouse, erase the hard drive, reinstall MacOS Mojave, and finally get through Migration Assistant.

Now I have to defeat the Buetooth Setup Assistant. Does this machine even have Bluetooth? I had already moved the machine onto a wooden shelf instead of metal, and removed my usb hub, and still couldn't get any bluetooth connection.

If Migration Assistant doesn't finish not copying soon, I'm going to have to stop it soon, so I can get some sleep.

Some reports indicate that Migration Assistant has the most trouble with .usr, so I think maybe I should temporarily transfer the contents to a temp folder in my user folder, make a fresh Time Machine backup, and try again, all tomorrow.

I was unable to defeat the Bluetooth Setup Guardian. It eventually closed since I was unable to get it to connect with my usb keyboard or my bluetooth keyboard in its alloted time, disabling keyboard and mouse functionality with it. Had to restart.

Turned out Migration Assistant hadn't copied *any* of my user data, including my all-important don't-get-sick-from-flashing-and-animation settings, or my software, including accessibility software.

I don't know what it takes to set up a new Mac these days...
