Upload albums into the cloud
Dear all,
I noticed that many of the Albums (normal albums, not smart albums) in Photos on my MacBook Air do not sync to iCloud. Other photos do sync between devices.
Any ideas how to get al my albums into the cloud?

To check, if the albums are syncing to iCloud, open the Photos.app on your iCloud webpage at www.icloud.com.
It you do not see the albums in Photos at www.icloud.com either, ensure that the window is large enough to show the sidebar. The window needs to be really huge. If the sidebar with the albums is still hidden, click the sidebar button in the Photos toolbar and then the disclosure triangle to the left of "My Albums".

Thanks a ton for thinking along. I'm working under Mojave 10.14.1 I think I have the system library activated (see screenshot), but not 100% sure. How would I do that?
In iCloud.com I can see the similar album structure from Photos (which is rather old)- however none of the photos are in it!
The (similarly named) albums on my MacBook Photos app do have photos.
I did do some testing however, and it seems like the album structure is not replicating anymore. The new albums created on my iPhone - or directly in icloud.com - don't appear on my Mac, and vice versa.
Any further thoughts?
Which version of MacOS X and Photos are you using?
Is iCloud Photos enabled for the library, where you are missing the albums?
