Syncing Photo App Albums to iCloud

I recently just organized 5000+ photos and organized them into 100+ albums in the Photos App on my Mac. I just checked and only ~1000 photos have synced to iCloud, but none of them are in albums which is what is organizing them by date. It's completely unusable right now as there is no rhyme or reason to how they were uploaded.

Is there something I'm missing? I'm not sure why only 1/5th of the photos have transferred and I'm not sure how to get my albums to sync up. iCloud Photos is completely unusable right now.

My 5000 photo 50GB library took a full 48 hours to sync (On full time connected to power).

Your albums won't appear until the full sync is done.
