Bluetooth volume too loud

I have an iphone 7 and a jabra move bluetooth headset, and whenever I use it, I can not turn the volume all the way down, and the second lowest volume is still too loud. I have tried with other headphones, and the problem still occurs. I have also tried to reset the device to factory settings and deleting everything, but it doesn't help. I recently got a replacement device because of water damage, but even that didn't fix the problem. How can I fix this?

Welcome to Apple Support Communities! It sounds like you're unable to get the volume low enough to your preferred listening level. As a music fan, I enjoy listening to music at just the right volume as well.
