Not all my contacts are showing on my new device

I changed to a replacement I phone 7 and I had a success back up prior, but not all my contacts are showing on my new device. Why and how do I fix that?

When you go to settings>contacts>default account - what is listed as the default account? Do you have contacts turned on for every email account you are using? Here is a link that will help too. ---->Get help using iCloud Contacts, Calendars, or Reminders - Apple Support
