has anyone else had this problem? When updating to Mojave it failed to install properly and now it is in a continuous reboot cycle that command-R can't fix.

Try ⌘ ⌥ R or one of the other startup key chords described in How to reinstall macOS from macOS Recovery - Apple Support.
That's plenty of space so I doubt it's the problem. Contact Support and have them talk you through some reset options that might result in the ability to install macOS from Recovery. You exhausted every other reasonable course of action.
I have tried EVERYTHING they recommend. Nothing changes. My old system is there because it says that 133GB is used on the 512GB drive. But it won't correctly install the new one.
