Both my Mac and iPhone can't sign into iCloud to approve the other

I have a MacBook and an iPhone. The mac tells me to "Go to one of your other devices signed into iCloud to approve this Mac". The iPhone says "Go to one of your other devices signed into iCloud to approve this iPhone". Both just spin endlessly on that screen "Waiting for Approval". I decided it was the Mac as it had a few other issues so I reformatted the hard drive and set it up with a new OS install. It still does the same thing. Neither device ever gets to a screen to enter a verification code.

Any help would be appreciated.
