I have all notifications enabled to both the activity app and the breathe app, yet I never receive any sort of reminder to move

I have all notifications enabled to both the activity app and the breathe app, yet I never receive any sort of reminder to move. Also- I stand all day, every day at my place of employment and in my activity tracker, it says that I haven’t stood for the entire month.

I didn't get a notification after my goals closed. When I was exercising today, my move ring closed but I didn't get a notification. After I was done working out, later today (6 PM) when I hit my stand goal (which closes all three rings) I didn't get a notification either. What is going on? (All my other notifications such as the ones from messages are all fine. My goal completion notification setting is also on.)

Any way to set an early notification for reminder? Like the subject says, is there a way to set a reminder to notify me 18 hours before the reminder needs to be done? For example: I need to be reminded of street sweeping the day before it occurs. It occurs the second Monday of each month. I cannot set a reminder for the second Sunday of the month (because the second Monday sometimes follows the first Sunday,) so I need to set a reminder that notifies me 18 hours before 8am on the second Monday. I would set a calendar event, but I would like the notification to show until I specifically dismiss the notification (like reminders show as the top notification on my lock screen until dismissed.)
