Any way to set an early notification for reminder?

Like the subject says, is there a way to set a reminder to notify me 18 hours before the reminder needs to be done?

For example:

I need to be reminded of street sweeping the day before it occurs.

It occurs the second Monday of each month.

I cannot set a reminder for the second Sunday of the month (because the second Monday sometimes follows the first Sunday,) so I need to set a reminder that notifies me 18 hours before 8am on the second Monday.

I would set a calendar event, but I would like the notification to show until I specifically dismiss the notification (like reminders show as the top notification on my lock screen until dismissed.)
