This is odd.
Shouldn't we be able to access the Notification Center from the Lock Screen?
I go into Settings/Touch ID & Passcode and see Notification Center enabled (green) under the ALLOW ACCESS WHEN LOCKED: section.
However, from my Lock Screen I swipe down, but the Notification Center never appears.
Is there some other setting I'm forgetting?
I'm running iOS 12.1.12.

Never mind, I think I figured it out: press and hold on the screen as you swipe up.

Yes, I just discovered this is the case.
Unfortunately it only seems to work if Control Center is disabled from the Lock Screen in System Settings.
At least I haven't been able to figure out how to access both Notification Center AND Control Center from the Lock Screen, even when both are enabled on the Lock Screen in System Settings. :-(

Press and hold while swiping up to bring up Notifications.
Interesting. I'm seeing the same behavior on my iPhone 7+ with iOS 12.1.2. I hadn't noticed it because, as I have an Apple Watch, I rarely look pull down the Notifications on my phone when it's locked.
Definitely use the feedback link already provided to let Apple know.

I've found that swiping up from the bottom of the screen brings up Control Center.
Swiping up from the center of the screen brings up Notification Center.

That also seems to work. But, by pressing, I can get it to work from the bottom. But, your way seems easier.
