My cookies cannot be deleted in Safari 12.0.2

I am running Safari 12.0.2 in conjunction with Mojave 10.14.2. In the past, while running Safari I could go to Safari--->Preferences...--->Privacy and then click on Manage Web Site Data... to see all of my cookies and delete the ones I want to, like this:



However, in the last week or so this no longer works. Instead, the next page pops up, but there are no cookies displayed, and even searching for a specific cookie yields no results, like this:



Any idea what is going on here?? Thanks!

Usually it takes a while before website data will be loaded.


Empty Caches first. Then try clearing other data.


  Empty Caches and test.

     Safari > Preference > Advanced

     Checkmark the box beside "Show Develop menu in menu bar".

     Develop menu will appear in the Safari menu bar.

     Click Develop and select "Empty Caches" from the dropdown.

Repeat it.

Ah-ha, a stupid user error on my part! Until recently, the cookies list populated right away. Now I find I need to wait 15-20 seconds until the list populates, then search for and clear the cookie I'm looking for. Not sure why this is, especially as I ended up clearing ALL 1,962 cookies that were in the list, and it still takes a bit for the list of 388 that have accumulated in the last 48 hours to show up. Thanks for helping me out, my Layer 8 "problem" has ben resolved!!!
