Safari cookie list will not load

I'm trying to delete cookies in Safari 10.13.6 When I select Preferences > Privacy > Manage Website Data a window opens but never populates. I've waited for 10-15 minutes with no success.


This same issue was posted by another user with the Safari version of 10.0.1. The response said to go to the Develop menu and empty the cache a few time. I tried that a few times but the issue still exist. Any other ways to make the list populate?

  1. Startup in Safe Mode and test.


       Launch Safari.

Try deleting the website data.

Can you delete cookies?

       Restart normally by clicking the “Restart” button at the bottom.

       Start up in Safe Mode. https://support.apple.com/en-us/HT201262


2. Delete com.apple.Safari.plist file and test.


    Empty the Trash.

    Quit all applications.

    Hold the option key down and click the "Go" menu in the Finder menu bar. 

    Select "Library" from the drop down.


    Library > Preferences >  com.apple.Safari.plist

    Right click on it and select "Move it to Trash".

    Restart  and  relaunch Safari holding the shift key down.

Test.


    If this doesn’t help, “Put Back” the com.apple.Safari.plist

    Right click on  the Trash icon in the Dock and select “Open”.

    Right click on the com.apple.Safari.plist and select “Put Back”.

    Select ”Replace” from the dialog when it appears.

Thanks for the suggestions. I started in safe mode and the cookie list in safari loaded after about 30 seconds. I deleted a cookie to test it and it seemed to work. I restarted (without holding the shift ket) and again opened Safari. I went to the cookie list and it loaded within 30 seconds..... This suggestion seemed to be the fix. Thanks...
