Voiceover on every time I start up

Hi there, I recently updated to OSX 10.14.1(Mojave).


I noticed that ever since, whenever I start my Mac I get "welcome to Mac OSX, Voiceover is On" and I need to click to turn it off.


I've searched the forums and have done all the advice (Settings - Accessibility - Vision - Voiceover - disable voiceover). Every time, when I check this, it's already toggled off (because I turn it off at start up).


I am wondering how to have it stop automatically turning back on every time I restart the computer? It's not a huge deal but it's annoying and a bit startling at times.

System Preferences > Users and Groups > Login Options > Accessibility Options > Uncheck VoiceOver and click Apply.
