Safari horizontal scroll within forms

Due to security issues, I'd like to switch back from Chrome to Safari as my default browser. However, I've found one major inconvenience: In Safari, I cannot seem to activate horizontal scrolling WITHIN FORM FIELDS.

For instance, if in a CMS admin and pasting a description into a text field that is smaller than the length of content, to navigate (if I want to make an edit) I can only use the arrow keys or, to jump word to word, use alt + arrow. In Chrome, I can swipe left/right to quickly scroll through the content.

Have tried with my Settings > General > Show Scroll Bars (Safari Mojave) set to automatically, then When Scrolling, then Always; no luck at any.

Is this simply not a feature within Safari?
