using keyboard arrows to navigate in safari

I would like to move back to using safari as my primary browser, having used chrome for many years.


In chrome I can use the arrows to navigate up and down a web page when I am reading extended text, it offers a more controlled movement through the text, it jumps less.


I cannot navigate using the arrows when using safari as the web browser. This seems odd and needless, what else are the arrows for?


I have read several other older threads but haven't managed to switch on the arrow keys in safari preferences or system preferences.

If you're unable to scroll with the arrows, we recommend testing in safe mode. Starting in safe mode allows your Mac to run certain checks, remove caches, and prevent login items from automatically launching. This can isolate possible third party issues.
