using keyboard arrows to navigate in safari

I would like to move back to using safari as my primary browser, having used chrome for many years.


In chrome I can use the arrows to navigate up and down a web page when I am reading extended text, it offers a more controlled movement through the text, it jumps less.


I cannot navigate using the arrows when using safari as the web browser. This seems odd and needless, what else are the arrows for?


I have read several other older threads but haven't managed to switch on the arrow keys in safari preferences or system preferences.
