Can I access my photos in my iCloud on my iPhone or do I need a computer??

Go to Settings > [your name] > iCloud > Photos and make sure iCloud Photos is checked. Your iCloud photos will start to show up on your iPhone.

If you're talking about iCloud.com, that's only available on a computer, not a mobile device.
