Siri settings disappeared

On my iPhone 5c, the Siri settings have disappeared from my setting app. I have tried many things to find it again but have failed all times. Please can you tell me why or how to get them back.

Check Settings > General > Restrictions > Siri and Dictation need to be turned on under allow.
