Your post said you are using YouTube via Safari. ShagCA suggested using the YouTube App directly. It was a good suggestion. Did you try it? Or try a different browser in iPad, such a Chrome or Firefox
I browse on a site, for example theverge.com they have a video in an article. To watch it in high Def I have to first start the video then open it in YouTube and then go back to the article when done. And u won't be able to read the article while the video is playing.
Apple doesn't control the video resolution of YouTube videos you click on. Your iPad is "capable" of 1080p resolution. It can only play what it is fed by the source it is fed from. Why would apple make a device with a Retina display if you can’t see past YouTube’s crappy 720p.
On iOS, things might be different.
I have no clue about Android and Windows is not any different from macOS.
I don't use my iPad just for YouTube.
Have you tried streaming any YouTube content on your iPad that is labeled HD to see if that streams?
The HD label on a YouTube video usually is an indicator that the video is in 1080p.
Any other video content apps I have streamed, streams in 1080p.

I meant to say reach out to Google/YouTube not Apple. This is NOT an Apple issue.
How will opening the YouTube App add extra steps?
Open Safari > Type YouTube > Search For Video > Tap Video to play
Open YouTube App > Search For Video > Tap Video to play
I see fewer steps, not more.
OK......would you honestly think you can see the difference in the video box the video plays in? Even if you could see it in 1080p, I'm willing to bet your eyes will discern absolutely no difference in video quality between 720p and 1080p.

A simple Web/Internet browser is NOT responsible for the content being presented Inside of it!

Take up your perceived video quality issue with Google/YouTube.
This is NOT an Apple problem/bug.
That will add 3 steps every time I want to start a video. So no that is not a good suggestion.

Please give me the source of that information. I'm pretty sure that Apple in in charge of its own browser and what to support or not.
