I formatted an external drive to APFS following bad advice from a website to create a bootable Mojave installer disk. But I found out after that bootable Installer disks cannot be formatted to APFS. But now, disk utility doesn't give me the options to reformat to HFS. How to I get back to HFS file system?

Change the "View" to "Show All Devices" then Select the top level of the drive.
