ITunes credit
My son switched to android and he has a balance in his apple Account of $68. How can we transfer this to another iTunes acct, like for his sister. Seems silly to leave that money set there

You can't, balances can't be transferred between accounts. If he doesn't want to buy more music : View your store credit balance - Apple Support
You can't redeem or return App Store & iTunes Gift Cards, Apple Music Gift Cards, or unused store credit balances for cash, except as required by law.
