My iPhone 7 Plus with 32 GB of storage was full and I was told to manage my storage.

I have deleted all photos and videos after backing up to a 64GB thumb drive specifically for iphones, etc. My photos app says it is empty but I am still showing 7.32 GB in photos in iPhone Storage. I have turned my phone all of the way off and back on and still the same.
